Noone's boss Liam Watson confirmed Argyle's interest.
Watson told the Lancashire Evening Post: "It would be a great opportunity for him to play in the Football League. He has the ability.
"If he signs for Plymouth, I'm sure he will play in the Premier League one day."
The highly rated midfielder is 20 years of age.
