Parrett has played for England at Under-17 and Under-19 levels and featured for Spurs in the Uefa Cup against Shakhtar Donetsk.
Plymouth boss Peter Reid told the club website: "Dean's a young attacking midfield player who has played for England, it's a good prospect for us."
He added: "I just feel we need somebody to open things up in the middle of the park and I'm hoping Dean will be the man."
Due to his age, Tottenham have the right to recall Parrett after 28 days if they see fit.
